Replace your current RPGUtilite.c file with this one and start a game as the merchant character to have 10 stats for SPECIAL and enough skill points to level all your skills to 100. Once all Skills are allocated your characters Rank should still only be about 5, this was to stop all the other captains you meet from being equally badass. Ive also set it up so you have all personal and ship abilities. If you want your character to be higher than Rank 5 simply dump some of his skill points and then re-add them.
